Kailasagiri was developed by the Visakhapatnam Urban Development Authority (VUDA) and opened to the public in 2003. The park was envisioned as a major tourist attraction to showcase the city's natural beauty. The iconic Shiva-Parvati statue was installed as a central feature, drawing religious and cultural significance to the site. Over the years, various additions like the toy train, cable car, and viewpoints were introduced to enhance the visitor experience. The park has since become a landmark of Visakhapatnam, representing its growth as a tourist hub.
